The author begins with an account of Napoleon's vast preparations for the projected invasion of Britain in 1803. He then shows how this grandiose project foundered in the French incapacity to win command of the Channel, even for a few hours. Napoleon's army of 100, 000 men concentrated at the French Channel Ports was simply immobilized.
